Yes, of course you can, as long as you have their permission. During the registration process, you will have the option to select who you are creating the profile for. This information will be displayed on the profile, so other members know who the profile has been made for.
When creating a profile on behalf of someone else, please remember to complete the registration form using their details and not your own.
